In 2019 a new interior fence was installed at Quann dog park so that more of Quann Dog Park is open 365 days a year. The western section of the main field, will be reserved for dog park use only and AEC has agreed not to drive their vehicles into it, so hopefully a lot less turf damage will occur in this area.

In spring 2019, Madison Parks installed a semi-permanent fence adjacent to the first gravel road from the Wingra Creek side of the park. This will significantly increasing the number of days the dog park can be open during Alliant Energy Center events. In order to protect the landfill beneath, parks will install the new semi-permanent fence with a specialized surface mount tee post system approximately two feet from the current road. Additional gravel will extend the road to provide a base for the fencing. The design includes three 12-foot long gate openings to facilitate flow throughout the park and allow for City vehicles to enter for maintenance. The fence will create a space that is approximately  acres of the current 37-acres. The fence and openings of the gates will remain in place year round and the gates will remain open unless there is an Alliant Energy Center event requiring closure of the gates. When the gates are closed, dogs and their owners will continue to have access to 11-acres of parkland primarily from the Wingra Creek side of the park. [The 11 acres includes the creek corridor which is about 4 acres.] The fence project will cost approximately $25,000 and will be funded from dog park permit fees. With a target completion date of May, and pending weather and other factors, the fence is anticipated to be in place prior to BratFest 2019. [The fencing was not completed until July 1, 2019]
The 3 double panel vehicle gates are at the north and south ends and one at the top of the bridge entrance footpath. There are also 2 single panel pedestrian gates between the vehicle gates – one near the covered picnic table and one across from the gate into the creek corridor. This western section and creek corridor are always open and can be reached via Wingra Creek Parkway/Goodman Facility parking lot. The larger eastern section is closed frequently for Alliant Energy Center Events. During AEC events the gates in the interior fence gates are locked so that there is no access to the western section or creek corridor from the tennis court parking lot. When events end but cleanup/turf repair are still needed the pedestrian gates may be unlocked but remain closed and the vehicle gates will remain locked.
